Problem
Heater would whine at an extremely high pitch, but only when heating, not while cooling.

Repair & Advice
We have a GE in-wall unit that was whining incessantly when heating, but not cooling. The unit was still producing heat. We called the GE tech out, but they could not do the repair due to GE not allowing their techs to service units that were off the ground. Fine. The tech was extremely helpful and told us the most likely culprits were the indoor fan or the motor. We decided to buy and replace both since the unit was 5 years old.
My wife and I did the repair without any instructions. She's a mechanical engineer so she can plan and take apart and reassemble just about anything. I do the grunt work. We watched a couple YouTube videos on similar products and managed to do all the work with basic tools (screwdriver, rachet). Getting the motor in and out wasn't bad. The fan was harder to replace due do space constraints, but we managed.
It works like a charm now. Nice and quiet and no whine. I'm not sure what the original cause of the problem was (I'm still guessing a poorly lubricated joint where the fan sits on the heater housing), but I'm happy it was fixed with OEM parts.
