Problem
Original lower rack was rusted.
Tools
New lower rack....no tools required.
Repair & Advice
Pulled out the old one and slid in the new. The only difference is that since the original is no longer manufactured the utensil rack now need to be in the basket vs the hooks on the dishwasher door.

Repair & Advice
While temporarily living at my parents' home, I realized the broken and rusted rack tines limited how many dishes could be loaded at once. I searched for a replacement rack. This site said that the item I ordered would fit three dishwasher, though it was not the original replacement part. Good news: it does in fact fit. But I definitely had a moment of panic because the original rack allowed for the silverware basket to fit on the door or on the front of the rack. This one does NOT allow space for the silverware basket to sit on the front... the door won't close. Happily, there's a space on the left side of the rack that will accommodate the basket. It's a slightly lighter color than the original racks but no one would ever notice. The first shipment arrived very quickly, but had a broken rear wheel housing. I contacted customer support, received a speedy reply and they said they would ship out a new one asap. I thought they just meant rear wheel assembly...nope, they sent an entire brand new rack! It's ok, now we have more spare parts! I should have ordered the upper rack as well, since it's starting to show rust spots.
