A 1" piece of rubber broke off the front of the boot seal causing water to leak from the door.

Screwdriver and locking vise grip pliers.
Repair & Advice
While some videos online showed it was possible to replace the boot seal by only removing the top panel of the washer, it seems it is very difficult to try and do it this way. It is much easier to take the time to remove the front panel and access the boot seal that way. It didn't find it necessary to remove the counterweights as some had suggested to get the seal on.
