Super simple process, removed the screws on the back including the two screws holding the part #PD00043649 Samsung Cold Water Inlet Valve. Then disconnected the plug attached to the part #PD00043649 Samsung Cold Water Inlet Valve.
Installed a new cold water inlet valve connected the plug then finished by screwing everything up.

I was working on my neighbor's washer. She complained that water leaked into the washer drum overtime when it was not used. I googled the problem which suggested that the cold water valve might be the problem. I ordered the part that they suggested. When I opened the washer to expose the valve, I found I also had another valve for the hot waterside also. I was hoping that I had chosen the right valve to replace. Once the valve was replaced, the problem was corrected.

Water kept coming into washing machine even when unplugged.

Philips screwdriver, channel locks
Repair & Advice
Unplug power. Turn off water. Remove water hoses from back of machine. Unscrew the 6 or so screws from the top back of the washer. Pull off top back of machine. May need some coaxing. Unscrew 2 screws holding bracket over the inlet valves. Inlet valve removes easily. Attach new valve. Attach bracket. Attach water hoses. Turn on water. Mo more water coming into the machine. Your golden. Attach back of machine. Plug in and have fun doing your laundry.
